The Ardmore Readiness Center (RC) is a $20-million, 82,600-square-foot facility on 45.9 acres of land in Ardmore, Oklahoma. The project also includes 550 square feet of accessory structures, which comprise a guard house at the secure entry and remote, hazardous and flammable storage facilities. The main building houses administrative spaces, training, storage, and personnel facilities, along with a maintenance training bay. Major site features include extensive stormwater structures to meet local, state, and federal water management requirements. Both visitor and military equipment parking are provided, separated by secure barriers. Infrastructure for a future facility maintenance shop and photovoltaic solar array are provided on site, along with innovative stormwater ponds, which use solar-powered flow controllers to meet federal water quality standards.
Using the DBIA’s Design-Build Done Right™ Best-Value methodology, JDS and the rest of the owner advisor team worked with the OMD to identify the project budget and capture their vision for project performance. We then asked premier design-build teams to provide proposals, competing on scope rather than price. We supported the selection process, helping to develop the selection and scoring criteria for the team that was ultimately successful, headed by CMS Willowbrook. Once selected, JDS worked with the CMS Willowbrook team to ensure that the performance criteria in the RFP and the betterments in their proposal were realized.
The Ardmore RC is the first project in the OMD portfolio to include an energy use intensity (EUI) requirement in the RFP. EUI measures a building’s energy use on a per-square-foot basis, annually. JDS reviewed the entire building portfolio for the OMD and suggested setting an aggressive EUI of 24 kBtu/ft. As part of the OMD’s goal to be net zero-energy ready, space for a future photovoltaic solar array, conduits to the array field, and space in the RC to mount and connect the equipment were provided. The CMS Willowbrook team was able to meet the OMD’s expectations and deliver the building on schedule. The project achieved LEED Gold certification and won a 2020 DBIA National Merit award.
